After full filling their requirement, you need to have a gmail and Adsense account.
1. Once you open an adsense account
2. you have to be approved from adsense team
3. Then go to www.blogger.com
4. Create an new post
5. choose an unique domain name
6. Write some post about something interesting
7. Make sure to put a good title because it will help you bring more traffic in your account
8. Then share your post with google account
9. Make sure to connect your blog with adsense account to get pay
